Vínculo entre educación y el mercado laboral: ¿Bajo cuáles condiciones puede la educación técnica, vocacional y profesional mejorar el ingreso de la población joven?: El caso de Costa Rica

Abstract

La investigación tuvo como propósito aportar conocimiento colectivo para una propuesta de flexibilización curricular que permita incluir programas formales, no formales e informales que mejoren la oferta educativa para las personas jóvenes y su vinculación oportuna con los mercados laborales, en los espacios del sistema educativo de educación técnica, vocacional y profesional. El proyecto forma parte del acuerdo de entendimiento (convenio) firmado por la Universidad de Costa Rica y Eidgenössische Technische Hochschule Zürich (ETH Zürich), el cual busca comprender cómo los responsables de política pública en países de ingresos bajos (i.e., Benín y Nepal) y medios (i.e., Chile y Costa Rica) pueden crear mejores situaciones laborales para la población joven en instituciones de educación técnica, vocacional y profesional. Se pretende aplicar una metodología teórica y empírica desarrollada por ETH Zürich, la cual se aplicará en los países de Nepal, Benín, Chile y Costa Rica. Esta metodología permite analizar los factores y barreras asociados a una posible reforma en educación técnica, vocacional y profesional; asimismo indagar cómo estas instituciones sociales (término utilizado en el marco teórico del proyecto) impactan las condiciones de la población joven en el mercado laboral. Para el caso de Costa Rica nos concentramos en el estudio de las opciones ofrecidas por el Departamento de Educación Técnica del Ministerio de Educación Pública y del Instituto Nacional de Aprendizaje, así como algunos programas de educación no formal e informal, con el fin de integrar a la discusión a otros actores institucionales, incluido los del mercado. Se ha valorado que el producto final de la investigación se constituya en una propuesta de reforma para flexibilizar el sistema educativo.

ABSTRACT: The purpose of the research was to provide collective knowledge for a proposal for curricular flexibility that would allow the inclusion of formal, non-formal and informal programs that improve the educational offer for young people and their timely connection with the labor markets, in the spaces of the technical, vocational and professional education system. The project is part of the agreement signed by the University of Costa Rica and Eidgenössische Technische Hochschule Zürich (ETH Zürich), which seeks to understand how public policy makers in low-income countries (i.e., Benin and Nepal) and middle-income countries (i.e., Chile and Costa Rica) can create better employment situations for the young population in technical, vocational and professional education institutions. The aim is to apply a Theoretical and empirical methodology developed by ETH Zurich, which will be applied in the countries of Nepal, Benin, Chile and Costa Rica. This methodology allows us to analyze the factors and barriers associated with a possible reform in technical, vocational and professional education; it also allows us to investigate how these social institutions (a term used in the theoretical framework of the project) impact the conditions of the young population in the labor market. In the case of Costa Rica, we focused on the study of the options offered by the Department of Technical Education of the Ministry of Public Education and the National Institute of Learning, as well as some non-formal and informal education programs, in order to integrate other institutional actors into the discussion, including those in the market. It has been valued that the final product of the research constitutes a reform proposal to make the educational system more flexible.
